September 23, 2010 at the the Ukrainian House, a round table discussion on “Tax Code: the first step toward tax reform” was held; organized by the newspaper “Economic news”, publishing holding company Media Invest Group and the Association of Chartered Certified Accountants (ACCA, the Association of Chartered Certified Accountants).

The event was attended by representatives of the leading auditing firms in Ukraine and other major consulting companies, as well as managers and members of the ACCA, financial directors and professional accountants, representatives from major Ukrainian companies and politicians. The program of the event included speech of the Chairman of the Government Business Council Kozachenko Leonid Petrovich, who presented the key provisions of the draft Tax Code, as well as presentation of the head of taxation issues at ACCA Cez Roy-Chowdhury, on the theme “The system of tax audit in the UK, based on risk assessment.”

Besides presentations, group discussions took place on themes: “What will be the Ukrainian business after the adoption of the Tax Code” and “What should be the next steps in the tax reform in Ukraine”. During the first debate participants talked about the major changes in the tax system after the implementation of the Code, as to whom they affect in the first place, what will happen to small businesses, as well as issues of tax administration, VAT returns, the change in tax accounting etc. The second debate was devoted directly to the steps for implementation in Ukraine of effective, equitable, predictable, transparent and competitive tax system. Among other issues: the tax system of Ukraine – a place in the global business, tax accounting, the adoption of IFRS, “green” taxes, education and training of government officials and accountants.

In discussions Baker Tilly Ukraine was represented by its managing partner Alexander Pochkun, as well as the head of the department of tax audit and consulting Artem Vorobienko.
